SAIL-BSL (Town Administration Department) invites Expressions of Interest (EOI) from experienced and capable parties/organizations to undertake JNB Park (Zoo) management activities as per the scope mentioned below.

A. Objective

To ensure augmentation, operation and maintenance of Jawaharlal Nehru Biological Park (Zoo), including animal & bird care and infrastructure such as cages, aquarium, veterinary hospital, gardens, plantation areas, interpretation centre, cafeteria, toy train and children’s play area, through professional outsourcing under long-term revenue sharing agreement.

B. About the JNB Park

JNB Park is spread across approx. 126 acres in Sector-IV, Bokaro Steel City. It includes:

• Animal & Bird Cages – 48 Nos.
• Animal Inventory – 275 (Hippo, Leopard, Black Bear, Deer, Monkeys, etc.)
• Birds – Peacock, Emu, Pelican, Cockatiel, Parrots, etc.
• Reptiles – Python
• Aquarium – 40+ fish cells (~400 sqm)
• Children’s Play Area
• Gardens & Plantation (~10,000 sqm)
• Harit Vatika with fountain (~100 sqm)
• Veterinary Hospital
• Interpretation Centre (50 seating capacity)
• Cafeteria
• Toy Train (1 km track)
• Main Entry Gate with ticket counter & security

Annual footfall is approx. 2.5 lakhs with strong potential for revenue growth.

C. Scope of Work

• Operation & maintenance of zoo infrastructure
• Animal and bird care as per statutory norms
• Revival and operation of toy train
• Veterinary hospital renovation & maintenance
• Deployment of qualified personnel (CZA norms)
• Garden upkeep and maintenance
• Maintenance of utilities (electricity, water, sanitation)
• Addition of animals, birds, fishes as per norms
• Lake desilting and revival (boating not allowed)
• Revenue generation and sharing
• Record maintenance
• 24x7 security of premises

D. Mode of Execution

Execution may be through SPV / Consortium / Subletting or any legally compliant model.

E. Safety Compliance

The agency must ensure compliance with all safety norms using appropriate tools, vehicles and equipment.

F. Eligibility Criteria

• Minimum 3 years experience in zoo management (CZA norms)
• Availability of qualified personnel
• Minimum Annual Turnover: ₹2 Crores
